Wanted change

Upgrade the built-in brotli package from 1.1.0-r2 to 1.2.0
https://github.com/google/brotli/releases

Reason for change

1.2.0 is mostly a security release focused on mitigation of unexpectedly large output

Proposed code change

move the baseimage FROM ghcr.io/linuxserver/baseimage-alpine-nginx:3.22 to 3.23

This will happen, but as it includes a bump to PHP 8.5 we intentionally delay the update to give users time to get their requirements in order.
