[FEAT] AV1 support

h.264 was initially implemented for compatibility reasons and to keep it light on the CPU side.

Now that things have stabilized we need to add av1 encoders on the Wayland Side. svt for cpu and direct nvenc/vaapi stuff for the hardware encoders.

Pushing a 4k screen can get up there at low CRF.

This is a good idea. AV1 is open and natively supported by a lot of devices already. I will say that AV1 decode support is pretty available however AV1 encode is not. We would need to add something to detect supported decoders on the client to negotiate.
