Is there a way to install and run this in any system?

This is unknown, as there is no information on the README, except for general information on how to use a browser.

I would gladly add documentation about how to obtain, install and run this package, once I get it.

I managed to run this program on Zorin (Linux + DEB-package-based + GTK widgets) and PorteuX MATE (Linux + GTK widgets), so I can share some tips.

The DEB package for Webapp Manager is available from linuxmint.com, you can select the latest version and download the file ending with .deb.

By inspecting it with dpkg -I webapp-manager*.deb, we can see that it officially depends on these packages:

gir1.2-xapp-1.0 (>= 1.4), python3, python3-gi, python3-bs4, python3-configobj, python3-pil, python3-setproctitle, python3-tldextract, xapps-common, dconf-gsettings-backend | gsettings-backend

These should all be automatically downloaded and installed on DEB-based distros, so they're not an issue.
However, this package also has other dependencies not listed here.

One is xapp-symbolic-icons, without which no icons are shown.
There's also this issue about the application lagging without python3-gi-cairo.
...And there might be some more. Keep it in mind if any bugs occur.

Installation on Zorin

On Zorin, I just downloaded the DEB file linked above, double-clicked it, then clicked Install, waited for the installation to complete. Then I also installed the hidden dependencies:

sudo apt update
sudo apt install xapp-symbolic-icons python3-gi-cairo

Installation on PorteuX MATE

On PorteuX, you can:

• download the source code (git clone https://github.com/linuxmint/webapp-manager.git),
• run the make command inside the source code folder to create the translations,
• copy the folders usr and etc from the source directory to a separate, empty one,
• create an XZM module out of this folder (with dir2xzm FOLDER),
• merge this module with all the dependencies (official and hidden) gathered from various sources and converted to their own XZMs (mergexzm MAIN.xzm OTHER_XZMS).
