Clicking on screenshots immediately closes it

When you enable "Remember the last layout used for each window" in the keyboard settings, you practically can't view any screenshots fullscreen without it immediately going back.

Steps to reproduce

1. Enable "Remember the last layout used for each window" in the keyboard settings.
2. Open up software manager.
3. click on any program that has attached screenshots.
4. try clicking on the screenshots to get a better look at them.
5. You can't view them properly because they keep going back to normal.

It should be easily reproducible.
