OEM Factory Reset permits to export public key to LUKS encrypted partition but freezes #2028

Passphrase for saving Public key (not a secret) in OEM/user re-ownership questionnaire is not asked. (I guess it's a big where I don't understand why locking a public key behind a luks container.... It should be on a public partition).
