Timeline separate from waveform with regions covering both

Hello, I'm looking to see if there's a way to get the timeline to show distinctly from the waveform itself while simultaneously allowing regions to cover them both?

In cases where the audio is very loud, the waveform would cover the timeline(first pic). We've tried separating the containers but then regions won't cover both since they focus on the waveform container (second pic).

Any help?
