Slow to boot Alpine on v3.6.0

Alpine amd64 v3.6.0 standard image installs properly but then gets stuck reading 90_custom.yaml

This was installed with the interactive installer

We had a similar issue a long time ago and ti was 2 config files writing to the /etc/inittab at the same time, so the console login never spawned due to a broken /etc/inittab

It eventually boots, but it took 15 mins or so
