Pre-build Sputnik and Satellite to improve runtime performance?

Not sure if works out but, I wonder if I could pre-build - when the Docker image is build - once Sputnik and Satellite for serverless functions so that it speed up building at runtime when used in Actions.

Not sure if it should be done here, in main repo or Juno Docker but, worth having a look
