Closes #50: finalize PyPI release workflow
Resolved by implementing manual, tag-based PyPI publishing with token auth. The workflow now uses the pypi_release environment and the PYPI_TOKEN secret, includes a token pre-check, and avoids trusted-publisher misconfiguration fallback.
