Evaluate this repo for closure

This is quite old and those on such an old version of Ionic CLI shouldn't be creating new projects anyways.

Let's evaluate this repo to be closed

Yep, if this repo goes away,ionic start will be broken for CLI versions less than 3.17.0. If we archive it, however, I think the zip downloads will continue to work.
