Settings window opens in the top left corner without a window frame and can't be moved.

Same here, i'm on fedora kinoite.

same on Ubuntu 24.04.3 LTS.
you can move the window with Alt+Space, but once the window looses focus it disappears and when you reopen it, it goes back to the top left.
