Integrated database with the apiserver for storing the UI related data.

Currently UI is pretty much read only (display the redis job queue ) and fire and forget (create pull request for skill and knowledge).
To make these features production ready, we need a data store where we can store the UI feature relevant data and allow user to get/create/update/delete operations. E.g user might want to edit it's skill or knowledge information.
