Supplied vendor build image is not Docker Alpine compatible

The supplied vendor image is not compatible with Alpine Linux and a call to Sourceforge to build the file is blocked by corporate proxy. We're now looking at alternatives to this package.

For people having issues with jpegtran usage:

• binaries for linux arm64/x64 for alpine linux
• binaries for macos arm64/x64 (apple silicon)
• esm or cjs version
