Long-range timezone value is invalid

If computer time (Windows) is explicitly set to PST, MST or other standard time zone then for example `America/Los_Angeles` (first offset match) is returned not PST.

Especially when user is in Canada, not California.

Is this expected behavior (feature) or more like a bug?
