[Bug]: Daily extension CI check is failing

What happened?

There are 2 issues:

1. ndx-wearables
   I created an issue and PR to fix it: pytz package missing when running tests BCM-Neurosurgery/ndx-wearables#42

2. ndx-events
   The MeaningsTable defined in the extension conflicts with the MeaningsTable defined in HDMF Common. The extension should be limited to hdmf<5 and pynwb<4 until there is a smooth path to use both, which is not currently a high priority.
