Labels endpoint hangs due to disconnected network interface

Describe the bug
When one of the network adapters has a static IP assigned, but the
cable is not connected, the /loki/api/v1/labels endpoint can't return
any response.

To Reproduce
Steps to reproduce the behavior:

1. Started Loki 3.6.2 (branch: release-3.6.x, revision: 2f85998)
2. Open http://127.0.0.1:3100/loki/api/v1/labels

Expected behavior
Any response.

Environment:

• Infrastructure: Windows 10 IoT Enterprise 25H2 VM, Windows 10 IoT
  Enterprise 1809 bare-metal
• Deployment tool: PowerShell
