tensorflow version mismatch between requirments.txt and setup.py

In requirements.txt, the requirements are as follows:

apache-beam[gcp] >= 2.22.0
pandas >= 1.0.4
tensorflow_transform >= 0.22
Pillow >= 7.1.2
coverage >= 5.1
ipython >= 7.15.0
nose >= 1.3.7
numpy < 1.19.0
pylint >= 2.5.3
fire >= 0.3.1
jupyter >= 1.0.0
tensorflow >= 2.3.1
pyarrow <0.18,>=0.17
frozendict >= 1.2
dataclasses >= 0.5;python_version<"3.7"
nbval >= 0.9.6
pytest >= 6.1.1

However in setup.py, the required pachages are:

It would probably be cleaner to read the install requires from requirements.txt so this doesn't happen in the future
