Detect beacon without app.

I want visitors to download my app when they come to radar of my office(Detect beacon). Is this somehow possible?

With the current state of Android and IOS that is most likely not possible without the user already having a native app installed which is actively scanning for BLE. Just over a year ago (October 25th 2018) Google announced they would discontinue support for nearby notifications.
