Feature Description
Users can manage their email addresses via User Settings, but Gitea admins can only change user's primary email using Admin Settings -> Identity & Access -> User Accounts -> Edit.
There is Admin Settings -> Identity & Access -> User Email Addresses tab, but it seems that it can't be used for adding new address for a user or marking some address as Primary.
It would be great if Gitea admins could manage non-primary user's addresses somehow without manually editing DB or asking a user to do it.
I think that easy and convenient way to do it is adding "Manage Email Addresses" block from "User Settings" to "Edit User Account" at admin page instead of just one textbox for primary address.
