Mismatch in how to guide Copilot review agent

What article on docs.github.com is affected?

There's a mismatch in the docs when it comes to giving guidance to the Copilot review agent.

This page says to guide the Copilot review agent, you'll want an AGENTS/.md file.

However this (outdated?) doc says that the review agent follows copilot-instructions/.md with no mention of agents/.md

What part(s) of the article would you like to see updated?

I would like the part of the article that explains how to guide Copilot's review agent to be updated.

@hashimwarren Ah, I dealt with something related recently. I believe it goes "if you have copilot-instructions, Copilot will use that, otherwise it will use AGENTS.md," but I'll check and make sure that's correct before suggesting how those articles should be updated.
