Raise error if ultraleap driver is enabled and not the last enabled layer

Their current drivers appear to grossly violate the standard by directly calling the runtime, instead of any later layers. This means that setups will only work properly if the ultraleap is the last layer.

Edit: the layer only has this behavior in applications that do not use hand tracking
