Missing popover arrow in iOS and Material theme. (v9.0.2)

Hello everyone!

I wanted to ask what happened to the popover arrows. Were they removed completely? If so, will they be reinstated, or is it possible to make them optional rather than removing them completely?

I'm talking about the target arrows that let you point to a specific element.
