How to Fix SMS FEE

I have a big problem about this in Official Telegram
I have tried fix it with everything, VPN, Downgrading to older version like 11.9.1 and it doesn't work

I don't have PC..., i only have Android, maybe i can use emulator but i don't know
Also i am already used official telegram app and it doesn't work

This amount of money is small
But the problem that i don't have a credit card, if i have it i could pay this without any problem
This issue wasn't happened before
Before a year i think telegram was sending sms normally

Telegram have the worst login method ever i seen, why its using phone numbers to Login instead of email
