[Feature] Support setting System Wallpaper on Android (APK)

Describe the requested feature

I would like to suggest adding a functionality to Flet that allows the application to set the system wallpaper on Android devices. Currently, there is no direct way to interact with the Android WallpaperManager API using Flet.
