Problem
You can toggle status and active switches even if Bluetooth is disabled, i.e. gsettings io.elementary.desktop.bluetooth enabled returns false, because they're always sensitive:
I suppose this might let users misunderstand that they expect that toggling these switches, especially the status switch, enables Bluetooth.
Proposal
Make status and active switches insensitive when Bluetooth is disabled to avoid such misunderstand?
