Add release-triggered GitHub Actions workflow to build Docker image with baked-in profiles

We currently use the GitHub Actions workflow Cratey-Validator/.github/workflows/build.yml, which runs automatically whenever a new version of Cratey-Validator is released.

We would like to add a similar workflow that is triggered by the same release event, but which also includes the profiles directory inside the resulting Docker image as part of the build.
