Not Working with Admin API v3 Endpoints

When writing a script to change the user_access attribute, I get errors saying access forbidden. Everything works via v1 and v2 endpoints, but making this change isn't working via the duo_client.

Hey @wboling , thanks for raising this issue. Could you please confirm if you are using the latest Duo Client? We were able to manually update the user_access value using v3. So this could be some configuration error
