Build directives do not check for image before building

During testing I ran an Nmap scan and noticed a new build of the nmap_local docker image, even though the container with that tag was already present.

I would have expected a check for the docker image first before executing the build process. Sadly, I suck at Rust.

hey @blaisebits , my apologies for the slow response on this and the negative experience you had using robopages. let me try reproduce & get a fix in for this , i do currently have #11 open which may additionally address this problem

i'd love to hear if you have any additional feedback and suggestions to improve

hey @blaisebits , so i tested this and cannot reproduce, ie:

robopages run -F nmap_tcp_ports_syn_scan

please can you confirm current version and os? im on v0.4.0 (latest as of writing)

I just retested and I'm not seeing the behavior again either, I'm not sure what triggered the rebuild I had seen, but it doesn't seem to be reproducible.
