Update the MauiBlazorWebIdentity sample to .NET 10

Describe the issue

The sample is outdated and needs to be updated to .NET 10 AND to use the new features/conventions of .NET 10.

To Reproduce

1. Look at the sample
2. Weep as it is not .NET 10

Expected behavior

The sample is up to date.

Will this template be included in Visual Studio in the future? Also are there any plans to add a .Web.Client project?
