[Feature Request] Remove unnecessary `git check-ignore` calls

Description

We currently always are calling git check-ignore and while this info is very useful, especially during onboarding, it is unnecessary when loading config.

In most cases the overhead is quite low and not causing problems, but it is a possible source of slowness in edge cases, and we should remove it regardless.
