xlnx_overlay_dt: should use core lopper routines to create dts

Investigate converting xlnx_overlay_dt.py to build a LopperTree structure and then use lopper's routines to generate DTS from the tree.

We may need some work in Lopper to handle the overlay (and offer symbol lookup, etc).

We have plans to fix this in next release 2024.2, Created internal story for the same.
