If you are using MacBook Pro,

you need to add these two pacagkes:

pkg-config - The package configuration tool that h5py needs
libhdf5-dev - The HDF5 development files required for building h5py

in line
RUN apt-get install -y unzip graphviz curl musescore3 python3-pip

to be like
RUN apt-get install -y unzip graphviz curl musescore3 python3-pip pkg-config libhdf5-dev

This should resolve the build error for h5py. After making these changes, rebuild your Docker image and it should complete successfully.
