ap_password not working on Pi Zero W

Starting with approximately the 12/25 release of Rasbios, Comitup no longer works properly with the ap_password set. In HOTSPOT mode, the AP can fail to come up, complaining of a wpa_supplicant timeout. It works properly if no ap_password is set.

The problem went away when the SD card was moved to a Raspberry Pi 4. This appears to be a Pi Zero issue.

Bought and tried the Pi Zero 2W. There is no problem with AP's with passwords.
