release builder should use latest buildah

We should install latest release of buildah on ci github runner.

Is there any chance to please use Buildah >1.35.x for curl image building, as suggested there ?

I think the next version of ubuntu comes with a later version of buildah which hopefully addresses this issue ... closing this as we should pick it up in next release.
