As part of meeting the Audibility requirement for tracking every privileged action within the system via an exportable audit trail, we need to add history records for staff user changes. Currently, we only track changes made to license and privilege records, not staff users. This ticket involves designing and adding support for tracking change events for staff users. This includes the endpoints that can change user permissions and contact information. As part of this, we also need to track the users on the change records that performed the change.
