Time resets when phone reboots

Bug description

At the first setting, you set the time, but after restarting the phone, it resets (if the Internet is not turned on).
There is no such error on versions 12.2, 12.3, the time is remembered and not reset after reboot, with the Internet turned off.

Steps to reproduce

1. I set the time when I first set it up.
2. I reboot the phone and the time resets.
