Bug description

Apps like VLC are able to read orient sensor data and rotating by gravity, even when auto-switch is off. This was working normal on previous versions, but is now broken in recent releases.

Steps to reproduce

1. Disbale auto-rotate
2. Open some media apps like vlc
3. Rotate device
