Notifications not working

I know there are already a lot of issues and questions about notifications, but whatever I try, nothing seems to work, so here we go.

I want to receive email notifications about updates and failures. This is my config:

WATCHTOWER_NOTIFICATION_DELAY: 10
WATCHTOWER_NOTIFICATION_URL: smtp://[......]
WATCHTOWER_NOTIFICATION_REPORT: true

The default report template should send mails for updates and failures, according to the docs. But I always get notify=no even when smth was updated:

Why do i get notify=no?
