[Request]: Link checking in CI #116

What change or feature would you like to request?
As #114 shows, and as discussed by me and Val previously, it's pretty easy to make a bad link, such as missing the / before a local link. It would be a good idea to have the CI run an action to check for links that are broken. It'll also help pick up things we link to that disappear.
There are various options for hugo on the marketplace. I don't know which one is best.
Why is this needed.
While they can false positive if GitHub is having its regular performance issues, a failed run at least prompts a human to check before merging.
