Tracking issue: bill-specific copy in components

Summary
Submitting testimony can currently be done only for bills, and there is a specific workflow and copy that makes sense for that flow (e.g., emailing legislators). When testimony can be submitted on ballot questions addressed to the electorate, this copy will need to be changed OR we can create new components that are ballot question - specific.

• 'Your testimony' section on ballot question page describes user's position as "You support this bill"
• When writing testimony for a ballot question
  • Side panel showing sponsorship and committee
  • Prompt to select legislators? Maybe this should remain
  • Lots of copy (and buttons) relating to emailing legislators
  • "You support this bill"
