c# "Fields" region is always placed at the end of the file, however the ordering is defined in the Settings. #1078

All the other regions are ordered as specified in Settings->Reorganizing->Types, but the Fields region always goes to the bottom of the file. Hardly life-threatening of course, but different organisations have highly polarised opinions on where the Fields should be!
