[Infrastructure] Automatic deployment of catpol-declaratii solution

The catpol-declaratii solution packed in a Docker container needs to be deployed automatically using Travis CI on AWS infrastructure.

Hi, I'd like to contribute to this ticket. I've noticed that so far there's no CI system in place.

I'd like to set one up, that does what this ticket asks, and in another ticket extend it to run the tests.

I've forked the repo and have started writing something for this.
