Running User Submissions on Kubernetes #2152

Hi everyone!
Following the discussion from #1933, we will be able to deploy Codabench using Kubernetes. All components will have their own templates, but we still cannot run the user submissions themselves on Kubernetes.
We should update the ingestion and scoring phases so that the Compute Worker pod can create pods to handle such phases.
@hahahannes and I will open a PR adding this feature, and we would be happy to hear your feedback.
