Fix Docker build by adding jsonc-parser to shared dependencies

The shared package imports jsonc-parser but did not declare it as a dependency, causing Docker builds to fail due to strict pnpm install. Added jsonc-parser ^3.3.1 to shared/package.json and bumped manager version to 0.9.08.
