Rename internationalization and move to features directory (#1241)

[DEVDOCS-6712] ## What changed? - rename Internationalization to Localization - move to top-level `Features` directory in Caalyst ## Release notes draft We've renamed our `Internationalization` docs to be `Localization` to be more consistent with naming across the platform. ## Anything else?
