Wording issues with the TS paper

This issue is to track some problems I'm seeing in the P0052 specification

• scope_guard should be scope-guard to be exposition only
• scope_guard should be in synopsis wording and marked as //exposition-only
• There's no see below for this conditional noexcept

~scope_guard () noexcept(see below )

• scope header should be marked // all freestanding This might not be true
