Move in-progress issues back to Ready when a PR is submitted.

Describe the bug

The GitHub Actions for GitHub Projects moves issues into "In Progress" when a PR is started, but when the PR is closed, it is not moved back to "Ready" to be picked up by other contributors.

How to reproduce the bug

Please don't actually do this as this adds administrative workload, but:

1. Link a PR to this issue.
2. Confirm that this issue is marked as In Progress in BeeWare Planning.
3. Close the PR.
4. Find that this issue is still "In Progress" rather than "Ready".

Agreed this is a workflow issue that would be good to resolve. The key will be finding a reliable signal for "closed but not merged" that can be used as the basis for a change in triage state.
