web_search tool disabled

Expected behaviour

I tried to run /tools to check the web tools.

Actual behaviour

The following warning message appeared, and I couldn't see the web tools.

Steps to reproduce

It can be reproduced by running /tools.
It still reproduces even after deleting the ~/.kiro directory.
