[Billing] Paid Kiro Pro subscription not linking to AWS account - Need manual activation

• I have searched github.com/aws/amazon-q-developer-cli/issues and there are no duplicates of my issue
• I have run q doctor in the affected terminal session
• I have run q restart and replicated the issue again

Linux 6.6.87.1-microsoft-standard-WSL2 - Ubuntu 24.04.4 LTS

Expected behaviour

I expected that after paying for Kiro Pro ($20 on March 3, 2026), I would be able to link my subscription to my AWS account and assign my IAM Identity Center user "diego pacheco" to use Kiro Pro in VS Code.

Actual behaviour

When I try to add my user in the AWS Console (Kiro > Users and groups), I get this error:
"Failed to create Kiro subscription for 1 user"

The Kiro application "KiroProfile-us-east-1" exists in my IAM Identity Center and is Active, but I cannot assign my user because the subscription is not recognized by AWS.

Steps to reproduce

1. Go to AWS Console → Kiro → Users and groups
2. Click "Add user"
3. Select user "diego pacheco" from IAM Identity Center
4. Choose "Kiro Pro" plan
5. Click "Assign"
6. See error: "Failed to create Kiro subscription for 1 user"
