SDX BAPM should send counters to SDX Controller for monitoring of the SDX services #490
Description
As we discussed on the All Hands Meeting 2025-09-03, we decided:
Passive monitoring of the SDX services: The SDX Controller will receive network and services counters from topology and BAPM updates. These counters should be used to evaluate how services are performing and running passive traceroute using counters to detect any issues in the path (such as packet loss).
